Nurnburg Remaining Independent

From the grid 8a ” At the end of 1635, Oldenburg and Nuernberg remain as firm allies of GA and the USE but not yet as or in provinces of it (although Nuernberg is completely surrounded by USE territory).”

Sometimes, things just happen with no big reasons. That’s as true in the 1632verse as it is in the real world, and Nurnburg remaining independent and not part of the USE seems to be an example of that.

Question: Why isn’t Nurnburg part of the USE?

The real Europe has no fewer than four independent mini-states, after all: Andorra, Monaco, San Marino and Lichtenstein. Andorra has been a separate country for seven centuries, despite being squeezed between Spain and France, which fought plenty of wars in the course of those seven hundred years.

True, none of them is completely surrounded by one country, but Monaco is surrounded by France except for its coast and San Marino is surrounded by Italy except for its coast. Yet they’ve managed to retain their independence.

Like many things in this series, the independence of Nurnberg just sort of happened. I didn’t really think about it until someone raised the issue, and then I thought it would be charming to have it remain independent. Quirky things like this can be found all through history.
